On May 29, 2009, the National Authority for Management and Regulation in Communications (“ANCOM”) adopted new regulations with respect to directory enquiry services.

Decision no. 379/2009 amending the Decision of the ANCOM President no. 321/2008 regarding allocation and use of national short numbers for harmonized services at the European level (“Decision 379/2009“) extended the period during which the holders of numbering licences related to the 118(xyz) short numbers have the obligation to activate the services from 6 months to 12 months.Therefore, the holders of numbering licences related to 118(xyz) short numbers allocated through the initial procedure of November 28, 2008 have the obligation to start providing services through these numbers at the lasted by November 28, 2008. Starting with the same date, the electronic communications services providers can no longer provide directory enquiry services or ancilliary services through other numbers of the National Numbering Plan.
On May 27, 2009, the National Audiovisual Council adopted Decision no. 604/2009 amending and supplementing the Decision no. 187/2006 regarding the Code regulating audiovisual content (“Decision 604/2009”)
Pursuant to Decision 604/2009, certain audiovisual programs can be broadcasted only during 23,00-6,00 hours; the audiovisual programs contemplated by the Decision 604/2009 are whose repeatedly present one of the following:
– physical, psychological or language violence;
– sex scenes or scenes with sexual content, obscene language;
– persons in humiliating positions;
– drug abuse;
– horror, erotic or extremely violent movies;
– full-contact competitions;
– audiovisual shows sponsored by producers of alcohol beverages.
