Updates on the new General Registry of Employees – REGES-ONLINE

The Order no. 1107/2025 for the approval of the Procedure for accessing, completing, submitting, and querying data in/from the General Registry of Employees – REGES-ONLINE was published on May 9, 2025, in the Official Gazette Part. I no. 430 (the „Order”).

Thus, according to the Order, the Registry shall be completed in compliance with the provisions of the Government Decision no. 295/2025 regarding the General Registry of Employees – REGES-ONLINE, through the use of the reges.inspectiamuncii.ro portal by one or more employees designated by the employer through a written decision, or by data entry and transmission services providers contracted by the employer, in accordance with the law.

In this regard, the methods by which employers can access the REGES-ONLINE application are established as follows:

  • through the use of the digital identity granted by the Authority for the Digitalization of Romania, via the RoeID application;
  • through the use of a qualified digital certificate, in accordance with Law no. 214/2024;
  • by obtaining approval for a request to activate the account, until access is granted according to the above-mentioned methods, but no later than 30 days, from the territorial labor inspectorate to which the request is addressed at the counter, based on visual identification and verification of the applicant’s identity card.

The methods by which employees/former employees can access the REGES-ONLINE application are also established, as well as the ways in which they can obtain excerpts from the Registry:

  • online, by accessing the REGES-ONLINE application, the “Registry for Employees” section, or the “Salariat” application on a mobile phone;
  • from the Info Kiosk located at the headquarters of the territorial labor inspectorate;
  • from the employers;
  • from the territorial labor inspectorate, in cases where the employee has no technical means of accessing REGES-ONLINE.

Note that employers are required to request access to the Registry by September 30, 2025. By the same deadline, employers also have the obligation to complete and submit to the Registry all elements of individual employment contracts that are active as of the date of accessing the Registry, which are not already recorded in Revisal.
